Software Development Section Manager

Reports To:
Software Development Manager

Responsibilities:
- Planning, assigning, managing and reviewing the work of project leaders, application system analysts and programmers engaged in requirements analysis, feasibility studies, preparing time and cost estimates, developing and testing of information systems.
- Coordinating project team resource requirements with other department managers.
- Conducting formal and on job training for project team members.
- Providing technical guidance, assistance and training to subordinates.
- Reviewing, evaluating and scheduling user/customer requests for new application systems, modifications and changes to existing application systems.
- Assisting in the development of requests for proposed specifications for software to be developed.
- Evaluating qualifications and interviews applications for employment and temporary contractual consultants to be assigned to a project team.
- Monitoring application performance and recommending improvements to application development techniques.
- Communicating plan changes, specification changes to team members, other team leaders and supervisor.
- Learning and becoming more efficient in new technologies as dictated by the product strategy.
- Putting forward improvement suggestions at any stage of the project life cycle.
- Setting programming standards and procedures for developed projects.
- Responsible of implementing project standards and procedures and training team members to work with standard procedures and programming standards.
- Preparing and presenting reports to management as needed.
- Presenting progress reports to his/her supervisor on a regular basis.
- Setting monthly/quarterly objectives for development team leaders.
- Evaluating and monitoring team leaders performance and work product quality and submitting performance and quality reports to his/her supervisor.
- Reports problems, failures, inability to meet deadlines and communications to his/her supervisor.
- Assisting in the QA process as required.
- Delegating work assignments which matches the responsibility of the person, setting expectations and monitoring delegated activities.
- Looking for ways to improve and promote quality, through demonstrating accuracy and thoroughness.
- Working within approved budget; developing and implementing cost saving measures, contributing to profits and revenues, and conserving organizational resources.

Required Skills:
- 7 years experience in developing software applications.
- 5 years experience in developing business applications.
- Knowledge of database design methodology (data modeling, process modeling, and ERD&DFD) is a must.
- Knowledge of MS Project (or similar programs) is a must.
- Experience in developing Business Applications and/or ERP Solutions.
- Experience in Microsoft SQL Server development.
- Experience in database performance optimization techniques.
- Experience in object oriented programming techniques; knowledge of Delphi and/or C++ is a must.
